IMPORTANT PROGRAM NOTICE
Due to reduced government funding and high demand, we’re accepting fewer Utility Assistance applications at this time. To manage this, we follow a STATE required local plan that helps us serve households with the greatest need. This plan considers not only income, but also considers factors such as high energy costs, seniors, individuals with disabilities, and young children. Because of these rules, some households that received help in the past may NOT qualify now.
We still encourage you to apply, but please be aware that assistance is NOT guaranteed. Thank you for your understanding as we work to support our most vulnerable community members.

BEFORE SUBMITTING AN APPLICATION, CLICK HERE TO VERIFY THAT YOUR ZIP CODE IS IN OUR SERVICE AREA
1) Please complete & attach ALL of the REQUIRED forms listed in the HEAP Document Checklist (Below) along with the completed Utility Assistance applications (PDF's at the bottom of this page)
2) After completion, please mail the application and ALL required documents to the following address:

Please DO NOT submit incomplete applications.
All required documentation must be included. Failure to provide all current supporting documents will result in the return of your application.
A secure drop-box is available outside of our front office for your convenience.
Due to high demand, application processing may take up to 12 weeks. Please plan accordingly and make any necessary arrangements with your utility company during this time.
If your application is incomplete, a new application will be mailed to you.
If you are NOT eligible, a denial letter will be sent.
If approved, please allow up to 12 weeks to receive a response.
HEAP DOCUMENT CHECKLIST
1. Current State ID / Driver's License (Applicant ONLY)
2. Social Security Number (Applicant ONLY)
3. Current Bill: Electric/Gas/Propane (Most recent. Must send ALL pages of utility bills. BOTH bills are required)
4. Rent / Mortgage (Most current receipt)
5. Signed Consent Form (Utility Account Holder) NOT required if the applicant's name is on the bill
6. Cal Fresh / Food Stamp Verification (if receiving SNAP benefits) (Current / Last Month)
7. Current Household Income:
Everyone living in the household 18+ years old MUST present proof of income.*
If household members DO NOT have income, CSD 43B form must be filled out.
Self-employed, Cash income, Cash/Loan Assistance MUST be addressed in the attached affidavit.

The LIHEAP Utility Assistance benefit amount varies from client to client based on their qualifications including household size, household income, etc.
